Puducherry is a Union Territory in the constitutional sense but not a contiguous one in the geographic sense: it is assembled from four separate coastal enclaves left over from French India, none of which touch each other. Puducherry town, the largest and the seat of government, sits on the Coromandel Coast surrounded on all landward sides by Tamil Nadu. Karaikal lies roughly 150 kilometres south along the same Tamil Nadu coastline. Mahe is a narrow strip on the Malabar coast of Kerala, and Yanam sits on the Godavari delta in Andhra Pradesh, over 800 kilometres away. The arrangement is a direct legacy of the French East India Company's trading-post network rather than any coherent territorial logic, and it means the Union Territory is administered as one unit while its four pieces share almost nothing except a flag and a Lieutenant Governor.

French control of Pondichéry began in 1674 under François Martin and survived repeated seizure by Dutch and British forces before settling into continuous French rule from 1816. Administration passed to India de facto on 1 November 1954, following a referendum of the territory's elected representatives, though full de jure sovereignty was not completed until France's National Assembly ratified the cession treaty, a process that closed out in August 1962 — nearly a decade of legal limbo during which French India existed as neither colony nor Indian territory in the strict sense.

What remains visible today is concentrated in Puducherry town: a grid of French-named streets in the old White Town, laid out perpendicular to the sea and separated from the Tamil merchant town by a canal, and a resident population that still includes French passport-holders under the 1956 treaty's citizenship option clause. Street signs, church registers, and the Lycée Français de Pondichéry keep the French language in active, non-touristic use.
