The site's transformation began after France funded the project through a bequest left in 1660 by the French diplomat Étienne Gueffier, intended to build a stairway connecting the French-patronised church of Trinità dei Monti to the piazza below, a design negotiation that took over 60 years to resolve between French and Papal interests. Construction under Francesco de Sanctis ran from 1723 to 1725, financed jointly by French and Papal funds as a deliberate monument to the improved relations between Bourbon France and Catholic Spain following a 1720 peace treaty.
